As the title of this broadcast white paper suggests, there are different approaches and considerations currently being reviewed on TV white spaces.

From the operational and technical aspects of accessing varying degrees of idleness of UHF television spectrum through – managing the spaces – to aspects concerning long-term international planning of the UHF spectrum resource as part of national ICT strategies through – better managing inefficiencies.

These approaches are intended for improving the efficiency of the spectrum resource use, through accessing idle spectrum to deliver low-cost user applications and/or by planning a harmonized spectrum use from which economies of scale can be obtained.
