A burning issue faced by the broadcasting industries in recent years has been inconsistent loudness. The notion that people tend to pay more attention to louder sounds resulted in enginners producing louder mixes. And some broadcasters increased the loudness of commercials deliberately to catch the audience attention, forcing government regulators to step in to curb the "Loudness Arms Race".

This white paper describes different loudness measurement techniques and proposes an effective audio normalisation approach for file-based workflows.
